Thomas J. Frey*

Thomas J. Frey serves as the Chairperson of the Board of Advisors for Patient Rebellion, bringing an extraordinary history of frontline advocacy and resilient leadership.

Recognized as one of the pre-eminent non-profit leaders in the Philadelphia metro area, Tom is the "Founding Father" and core inspiration behind Mission Philadelphia, driving its vision to end hunger and homelessness. He concurrently serves as the Director of Operations for The Everywhere Project. Under his leadership and logistical expertise in food sourcing and site management, the organization has served over 6 million meals to the unhoused and food insecure since 2020.

Tom’s fierce advocacy is forged in profound lived experience. Following an industrial accident in 1992 that resulted in a broken neck, he was prescribed a "medically appropriate" dose of OxyContin, sparking a battle with opioid addiction. After 9 years of active addiction that led to divorce, job interruptions. Tom fought his way into recovery and has been proudly opioid-free for 25 years.

Today, he operates on the front lines of the addiction crisis, having personally reversed over 400 overdoses using Narcan. A courageous survivor of childhood church sexual abuse, Tom openly shares his strength to advocate for other victims. He is also a dedicated leader for LGBTQ+ rights and mentors future generations as a troop leader for Scouting America.

Driven by Patient Rebellion’s mission to help everyone live healthier, longer lives, Tom leverages his survival to protect and empower marginalized communities - specifically the unhoused, the food insecure, and those with Substance Use Disorder (SUD). He will formalize this lifelong dedication to systemic advocacy by becoming a Board Certified Patient Advocate (BCPA) in the fall of 2026.
