Dr. Jamechia “JD” Hoyle, Epidemiology Advisor for Patient Rebellion, is a distinguished infectious disease epidemiologist and public health expert with 20 years of experience in emergency management and global health security and preparedness Instruction.

Serving as a Principal Technical Advisor, Dr. Hoyle provides specialized expertise in disease monitoring, biosecurity, and public health preparedness to high-level stakeholders, including the U.S. Department of Homeland Security’s Office of Health Security.

Throughout her career, Dr. Hoyle has demonstrated a masterful ability to coordinate multidisciplinary teams, often managing global operations of up to seven hundred personnel, across complex, multi-jurisdictional environments. Her work has been instrumental in shaping capacity-building initiatives with state, local, tribal, and territorial partners, and her strategic leadership was pivotal during the early stages of the COVID-19 pandemic. A former Millennium Leadership Fellow at the Atlantic Council and a Term Member at the Council on Foreign Relations, she is widely recognized for her ability to integrate foundational research with concrete policy solutions.

Dr. Hoyle’s technical proficiency is supported by an advanced academic background, including a Doctorate in Health Sciences (DHSc) with a focus on biohazardous threat agents and global health from A.T. Still University and Georgetown University and an MBA from Columbia Business School. As an accomplished instructor and consultant, she specializes in designing biological incident response curricula, ensuring that the next generation of biosecurity experts is equipped to navigate evolving global health threats. Dr. Hoyle continues to set the agenda for public health resilience, bridging the gap between scientific analysis and actionable policy on the world stage.
